To set a fixed public IP address for your instance, you need to associate an External IP Address (EIP) to your instance using the osc.fcu.eip.auto-attach tag. You can add the tag to your instance in the user data, or using a regular tag (with osc.fcu.eip.auto-attach as Name and your EIP as Value).
